A man banned from the campus two years ago was arrested Wednesday in Stadium Drive Garage for trespassing and indecent exposure, University Police said.

Kenneth Kelly, 40, of Bowie, was arrested at 5 p.m. after police responded to a call reporting a suspicious male in the garage. Security camera footage revealed Kelly appeared to be masturbating or fondling his penis while standing next to his car.

When police asked Kelly about his actions, he told them he was urinating, University Police spokesman Paul Dillon said.

“The multiplicity of cameras we have in those garages really showed their effectiveness in this case,” Dillon said.

Kelly was banned from the campus May 15, 2007 after police responded to a call about a man exposing himself on the footpath near the Fieldhouse Drive parking lot.

The incident is one of a string of notorious public masturbation incidents at the university in the past few years. Last October, a man grabbed a female student’s buttocks near the information desk at McKeldin Library and started to masturbate in front of her. In 2007, a man was spotted masturbating on a Shuttle-UM bus.

“It is College Park, and it has its history of crazy stuff, so I can’t say I’m too surprised,” sophomore letters and sciences major Nick Aspel said. “Come on, really?”

State law dictates a person convicted of indecent exposure is subject to up to three years in prison and a fine of no more than $1,000.
